Automotive Safety Enforcement Division

The Automotive Safety Enforcement Division (ASED) of the Maryland State Police is responsible, by law, un​der Title 23 of the Maryland Vehicle Law, for the State's Vehicle Safety Inspection Pro​gram, and is the central repository and clearinghouse for Safety Equipment Repair Orders (SERO) issued by law enforcement agencies throughout the State. Maryland law requires that used vehicles, that are to be registered in this State, have a complete vehicle safety inspection conducted prior to registration. The ASED is also responsible for managing the Salvage Vehicle Inspection Program.

The ASED licenses approximately 1,600 authorized inspection stations and approximately 3,000 inspectors throughout the State. On Average there are over 750,000 vehicle safety inspections completed annually.
 
The SERO program is the main compliance tool for police officers observing vehicles with defective equipment, providing a process to ensure the defective equipment is properly repaired.
 
The ASED conducts post-collision investigations to determine if a vehicle's safety equipment meets minimum Maryland vehicle safety standards. This investigative service is provided statewide to all police agencies to provide support to traffic and criminal investigators.
 
Hours of operation are Monday through Friday (excluding state holidays) from 8:30 a.m. until 4:30 p.m. ASED personnel can be contacted at the Glen Burnie MVA in building "D" (Garage located in the parking lot) and at select MVA locations on specific days and times to answer questions, handle SEROs and assist with Division related matters. 11-1-2021: The Division has automated the application process to become a licensed Maryland Vehicle Safety Inspection Station.  This will allow Businesses to apply online and upload the required documents.  Which will eliminate the need to mail the application, supporting documents and payment.  If additional items are needed, this will be handled through email which will expedite the process.  To access the application you can use this link: ASED Online Services​



The Division has instituted a Vehicle Safety Inspection Program Bulletin to provide interpretation of regulation or guidance for procedures related to the vehicle safety inspection program for specific circumstances not covered by the Vehicle Inspection Handbook, and to address emerging automotive technical innovations, inspection procedures, or emerging automotive technical innovations which may seem to be in conflict with current ​regulations. ​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​Bulletins​
