Joan Ann Charlton was a student at Frostburg College and had been with friends in a dorm on campus until approximately 5:00 a.m. on September 11, 1983 when she started walking back to her door room across campus. Joan Ann Charlton never arrived at her dorm and was reported missing by a fellow student. The body of Joan Ann Charlton was recovered in the arboretum on the campus of Frostburg College in Allegheny County, MD.
