Licensing Portal


Please be aware that Monday night, February 20, 2017, Maryland State Police Licensing Division will be performing maintenance on the Licensing Portal used for submission of the automated 77R.  The maintenance will occur Monday evening after 11:00 PM and will complete prior to the start of business Tuesday morning, February 21st. 
Before the start of business Tuesday morning, all users are advised to refresh/reload the Portal application in any existing browser windows, or simply close existing browser windows and re-open the Licensing Portal in a new window.  This is necessary for your browser to load the newest version of the Licensing Portal software and avoid any issues using the system.

The Firearm Safety Act of 2013 (FSA) significantly modified and expanded the regulation of firearms and ammunition in the State of Maryland (the State) and made significant changes to related mental health restrictions on the possession of firearms. It also put in place:  a new license type, the Handgun Qualification License (HQL); a requirement for firearms applications submission via electronic means; and requires that MSP administer a handgun instructor licensing program.

Licensing Portal

​In accordance with the Firearms Safety Act of 2013, the Maryland State Police have developed a web accessible Licensing Portal where citizens will submit, and Maryland firearms dealers will process, firearms applications.  The Portal is a web ‘dashboard’ that provides citizens the ability to submit and track multiple application types.  It gives firearms dealers the ability to access and submit 77R applications to MSP on behalf of their customers, and MSP Licensing Division the ability to receive, process and report on multiple application types via a single system.  To access the Licensing Portal:
