In October of 2013 the Licensing Division moved into trailers temporarily while our building was being renovated. We're happy to report that the building is almost completed and we will be moving back summer of 2016.

JUNE 2013:  ELECTRONIC REPORTING OF MARYLAND STATE POLICE APPLICATION AND AFFIDAVIT TO PURCHASE A REGULATED FIREARM

During the 2013 Legislative Session, the Maryland General Assembly passed the Firearms Safety Act of 2013. This legislation, that became effective October 1, 2013, addresses many aspects of gun licensing and regulation in Maryland. One such aspect is the required automation of Maryland’s regulated firearm purchase and transaction process.

Beginning October 1, 2013 the Maryland State Police Licensing Division will no longer accept the Maryland State Police Application And Affidavit To Purchase A Regulated Firearm (MSP 77R) via U.S. Mail. However, Maryland’s licensed firearm dealers will be permitted to continue to submit the application and affidavit by facsimile until such time as electronic submission is implemented.

The first phase of automation is expected to be the State’s new Handgun Qualification License. This automation will not impact firearm dealers directly because applications for the Handgun Qualification License will be submitted directly to the Maryland State Police. The second and more comprehensive phase of automation is the 77R processes that are scheduled to be in development and testing in October, 2013. The full automation of Maryland’s firearm purchase and transfer process is a top priority of the Maryland State Police. It is understood that this process must be undertaken with careful planning, transparency and frequent communication with our licensed dealers. The Department will continue to keep licensees notified of progress with automation via its weekly electronic mail updates and advisories.
