​While parked in the median of Interstate 95 exchanging information with his supervisor, Trooper First Class John E. Sawa, both Trooper Small and Trooper First Class Sawa were struck and killed by a tractor-trailer, which ran off the road. The incident occurred on I-95 northbound, at the Havre de Grace interchange.​
