State Police Investigating Fatal Pedestrian Crash in Baltimore County

(OWINGS MILLS, MD) – Maryland State Police are investigating a fatal pedestrian crash that occurred Wednesday night in Baltimore County. 

The deceased, identified as Madison Cecille Davis, 31, of Westminster, Maryland, was pronounced deceased on scene by emergency medical services personnel. She was transported to the Office of the Chief Medical Examiner for an autopsy. The driver of a Hyundai Sonata involved in the crash was taken to a local hospital by ambulance for treatment.

Shortly after 8 p.m., troopers from the Maryland State Police Golden Ring Barrack responded to the area of southbound I-795 near Mt. Wilson Lane for a report of a pedestrian-involved crash. Based on the preliminary investigation and witness statements, the pedestrian, later identified as Davis, had parked her vehicle on the left shoulder after it ran out of gas and exited the vehicle with her dog. For reasons unknown at this time, investigators believe Davis then attempted to cross the travel lanes with her dog on a leash. Both were struck by the Hyundai. The dog was pronounced deceased on the scene.

The Maryland Department of Transportation State Highway Administration assisted with road closures, which lasted approximately three hours. Officers from the Baltimore County Police Department also assisted on scene. 

The Maryland State Police Crash Team is leading the active and ongoing investigation.
